Can a dog have swelling that looks like cherry eye after surgery?

I have a 4 mo old Lhasa Apso/Shi Tzu that had surgery to tuck a cherry eye back. He was doing well until today when I saw what looked like the beginnings of a cherry eye once again. The vet looked at him and said it may be just swelling. I was given drops to help get the swelling down with an order to return in a week or sooner if anything else changes.
