		<description>It depends on what the "newest technology" is.  Previously, some doctors used a metal blade to cut the corneal flap.  In many cases, they now use a laser to make the incision.  Without more information about the technology, I couldn't say.

My recommendation would be to talk with your doctor about the pros / cons of each option, and if necessary, get a second opinion from another doctor.  I wouldn't let cost dictate your decision at all - these are your eyes you're talking about - and $1000 is not a big difference in cost.</description>
